orphaned .mdf file

I'm in a situation where I have a new install of SQL 2000, and a possibly corrupted .mdf file with no associated .ldf. I have been able to get the .mdf file into SQL in 'suspect' mode, then put it in emergency mode (status is 32768), however when I run the following
Code:
dbcc traceron(3604)
dbcc rebuild_log ('<db_name>','<log_filename>')

I get the message
Code:
DBCC execution completed
Server: Msg 5105, Level 16, State 2, Line 2
Device activation error.  The physical file 'log_filename' may be incorrect.
DBCC execution completed.

I need to be able to get whatever data I can out of that database.
