permission problem while installing AD RMS

Dears,
when i try to install ADRMS i receive below error:
your user account does not have permissions to query active directory domain services.

while the user is an domain admin+enterprise admin+ have permissions to log in as a service, log in locally.

i tried 4 different users but i receive the same error . any help please
