So yet another mystery to me as I deploy these new computers is why adding somebody to the Network Configuration Operators group appears to do nothing. I've searched and found many references to this same issue on Windows 7, bot no solutions.

If I add a user to the built in NCO group on a computer, they should be able to do things like change TCP/IP settings, correct? Does something need to also be enabled or disabled in GP?

Windows 7 Pro, users are part of NCO group, Windows 2003 domain.

Try this GP item - user configuration / administrative templates / network connections / prohibit access to properties of components of a LAN connection
