How do I migrate database from MS SQL 7 to MS SQL 2000?

I don't know if microsoft is providing a migration tool.

I am not familiar with Microsoft SQL, but can't you just make a backup of the data and restore it in the other database?

I already tried backing it up and restoring it in SQL 2000 but it did not work.

did you try detach/attach the database?
There are few possible issues but you should be able to use this method to migrate your old database to a newer server.
